I've found that ear muffs and station bounced radios have little to offer compared to headsets. I've always thought of janitors and engineers as having headphones on to drown out buffers or machines with music. I've also found that most games are more enjoyable with music. In broad, I think that headphones and/or radios would be a small detail to make the game more enjoyable.
In more detail, hand held radios could have a volume from either 1-_ or 0-_, 1 as a minimum would mean an on/off switch, 0 as a minimum meaning 0 is off. Volume could have a direct relationship with distance that you could hear the music from, similar to wispering vs talking. I'd say a good max volume would be 5, but more or less could be seen coming out of a radio.
I've never seen any real use in wearing earmuffs, but having headphones could serve the same purpose. A volume level of 1 could cause the wearer to hear music, 2 to hear music and less voices and sounds around them, and 3 to make people around them 1 square to hear it as well.
Music could be on a random track, or on selection based off stations or genres. I'm not really a music whiz, but people could post attachments of midis that could be used.
Music options would not improve the game greatly, but it could add another roleplayable detail to the game. Workers could take a break and sit around a radio, janitors could be yelled at for mopping and not hear over some hard space-rock, or a doctor could hide in a storage room and blast some music over the death of a patient.
