A test for in-between round things. Each round gives a voucher and each antagonist captured*, or if traitor items are sent to CentComm via the cargo shuttle** gives vouchers as well. Vouchers persist between rounds. For instance:
Round 1: Start with 0 vouchers, capture a traitor. Round 2: Start with 2 vouchers. Spend 2. Round 3: Start with 0 vouchers.
A head of staff can spend vouchers inside of the bridge at the terminal. Below is a list of things you can buy, while the list is barren now I plan to add additional things to it based on feedback.

Notes: 20 vouchers are the maximum that can be stored. If you go over it just defaults back to 20.
* = Captured as in, alive in the shuttle brig the second the escape shuttle docks with CentComm. ** = Only a few work per round before they stop giving vouchers.
