I'd like to suggest that, it takes two Head of Staffs to use the vouchers, much like using red alerts and stuff,or else for example, a griefer could join as a Head, and use all the vouchers on restoring power on a round where there is already power, or late at night when there is no one else online.

Well it is up to the crew to help regulate usage, if you see someone abusing you should band together and stop him. It's still an IC issue at the end of the day but if they are using the vouchers to grief then you ahelp it.

There is also an issue with the AI use of it as well, ive seen an assistant order an away mission asking for it over the radio stating law 2. Needless to say he was arrested however the damage was already done.
