I know its vaguely thread-necromancy, but some thoughts on the subject from a Sec player.
I agree with most of these, but find a few to be... Not quite right.
Stealing a weapon, and grand theft should likely be about the same charge. But, I feel like it should stack. For instance, if Bonkers McClown steals one Laser gun, that's not so bad. But if he empties out the whole armory (And you manage to catch him, bravo!) then that carries a much heavier sentence. Seeing as how he has suddenly greatly reduced Securities ability to defend the station.
Personally I disagree with all of criptfeinds ideas. And it's nothing personal, I just find anything that could get you possibly in trouble, like monkeying someone, or giving the AI a law, that could make a typo turn you into a target, strikes me at a wrong angle.
On Heszeths note of

Should be brought into effect immediately, even if no other changes take place. As a Security Officer player, I hate nothing more than having to watch H.O.S. beat someone down. Though, I found out earlier today. I can stop them, within Space Law, and I will be doing so from now on.
On spamming the airwaves, or being drunk and disorderly though, or insulting and what not, I think that it should not apply to the clown. But then, when it comes to me and clowns, I think actually having a sense of humor should be a requirement. Though, I don't find clowns all that funny at all.

You're supposed to be setting up the Sing.
Dereliction of Duty. It could easily be a demoting. But if you demote your only Engineer, for not setting sing up immediately, then it never gets set up. I prefer a 3 strike rule when it comes to that. 2 mins, then 4 mins brig time, then a demotion. But that demotion, should only come with a higher ranking members agreement. Otherwise, it could endanger the station.
Community service is still an option, if you really wanted to. But lets be honest, people hate Security enough as is, me throwing a box of light bulbs at someone, and saying "Work." Is about as likely to fly as a cow covered in lead plate mail.

Honestly, the only other thing that I can think of, is more of Security issue. One that I'm flip flop'd on. It's the basic Security Officers access ratings. Sure, I can find H.O.P. and ask him to set me up with better access. But as it is, I can't even go into maintenance to catch an assistant with a bloody toolbox.
The reason I flip flop on it, is the challenge factor. If I can just rush into Maintenance, baton him in the knee, cuff him, brig him, and go on with life. There's not nearly as much atmosphere to it. It's a love-hate thing really, I want in there, because I can't get there, and I know that it's a dangerous place (Alien filled, Changeling coated walls, for all I know.) That likely needs an Officer running through it every now and then.
Also, when shit hits the fan (As it always does) and the AI is too busy to help you, not being able to catch some crazy assistant who remembered to close a door behind him is maddening.

Not quite a space law but it'd be cool to add some sort of documentation to the game to deal with serious crimes.
Such as forms for parole. If somebody has murdered somebody, they would sign said form with a fingerprint or something essentially saying: "I'll be good and won't kill people, if I do and it can be proven I waiver all rights as a member of this crew. As such, I understand that I may summarily be executed for further serious offences such as first degree murder (Grand sabotage etc.)
I'm not a very good coder (I'm crap) but I think I could manage that.

Trespassing expansion law: "There's no such thing as "public" area. If you are disrupting someone's work within a civilian location and they ask you leave and you don't, it's trespassing." Too many times, now, have I seen security totally disregard someone who's constantly hassling the chef/bartender/chaplain/whatever. Then when that person they have been hassling murders them, they are the bad guy when security could have stopped it long ago. I know I enforce this but it really should be included.

Minor crime: intentionally halting or slowing an investigation. This could apply to people standing around watching an arest, or refusal to let a security officer or detective in or out of a crime scene or search-warrented area.
Minor or major crime: Failure to keep a safe work enviroment. Especially directed towards heads of staff. I've seen lots of chief engineers let tools, suits and whatever else get in the way of seting up or repairing the engine. I've also seen lots of hazardous messes in chemistry like chemicals laying around and/or on the floor.
Minor or Major crime: Assault This could be a nice place to keep unwanted chemical or genetic testing that some times occurs in the hallways.
Minor or Major crime: Abduction Other than normal abductions, this could include more serious genetic, viral or chemical testing where the person is held against their will for periods of time. Emergencies like viral outbreaks should be specifically allowed to break this law.

Law 0 When a threat to the station arrives on the station, you may disregard law 1 to protect the stations inhabitants. I wonder how that'd work out (terribly) I KNEW someone would make this error sometime I knew it AI lawsets != space law
