So as of late I have noticed that outside of OOC there is not really a way for users to communicate with each other... even more so should the server go down. I figured I would try to solve this by introducing our very own...
Facepunch SS13 IRC Channel! (Hosted on Rizon)
I realize that we have a steam group, and BYOND keys and whatnot but it is not really centralized or easy to access those. Not everyone has Steam and most users are not logged into BYOND constantly/don't check their pager.
The point of the IRC channel is to have a way to communicate with both other players and administrators outside the BYOND environment, while also having a place to post mini status updates (eg: Server status, events of the day, downtime, etc). It also acts as a great place for players and staff to talk out of game context without cluttering up the ooc screen in-game.
I have spent the time to set up a test-IRC channel for the server. It is still very much a work in progress so don't expect everything to be roses and daisies.

The Rules
The IRC chat rules are similar to those found in the BYOND server, however OOC is a little less restricted. Users will be allowed to talk about players and the goings on of the current round, However metagaming and IC (in-character talk) not allowed. What this means is if a particular user is being a total turd, you may discuss what a turd that person is. You cannot however talk about who just killed you, who stole what, etc. The admins will let you know if what you are talking about violates the chat rules.
Rank Structure These are the ranks that are currently employed on the IRC server.
Channel Founder/Owner (Tags: ~, +q)
The Channel Founder is the highest ranked on the channel with the ability to drop the channels registration. Currently this is WinterBlitz (Me), however I will most likely end up transferring this to Foos or Lead in the near future.
Channel Administrator [SOP/Protected] (Tags: &, +a)
Channel Administrators have all the abilities the Channel Founder does, minus the ability to drop the channel registration. This rank is reserved for the higher ranked administrators (those with server access, coders, etc) If something on the server brakes, their are the ones to contact via PM.
Channel Operator [AOP/Operator] (Tags @, +o)
Channel Operators can kick and ban users, set the topic and set moderated mode. This rank is reserved for the game admins.
Channel Half-Operator [HOP/HalfOp] (Tags: %, +h)
Half Operator status is reserved for those who are on a trial-admin basis. This lets them still chat during moderated modes, but does not give them the access to go crazy and ban everyone in the chat.
Voiced User [Voiced] (Tags: +, +v)
Voiced is a multi-role rank. Ideally it is given to users who have proven themselves to be trusted even while moderation is in effect. Or, it is the default all users start with and risk loosing if they break the chat rules. Voiced depends on the current mode set in the channel.
Registered Users [Identified] (Tags: +i)
Registered users are those who have registered a nickname with the Nickname server (Nickserv) and have secured it with a password. What this means is that you have spent the time to secure your unique nickname with Rizon that you will be using. Registering is key for IRC. It allows you to identify yourself as who you say you are and grants you the ability to have modes applied (See above)

Registering a nickname (Key/Screen Name)
IRC servers allow a user to claim a specific username as their own, by adding a password and associating it with an e-mail account. This prevents impersonation of a user, and allows those who have tags such as voice or operator to retain those abilities once they quit the session.
Registering a nickname with the server is easy. Below is the syntax used.
/nickserv register <password> <e-mail address> | EG: /nickserv register R0ll3rderBY! fpss13@gibbed.nt
* At this point, Nickserv will inform you if the nickname you have chosen is available or not. If it is, a confirmation email will be sent along with an activation code. If not, you will have to pick a new nickname to register.
Once you have supplied the password and email, check your email (Check the junk folder if the email does not show up right away) for the activation key. The key typically looks like this: /nickserv confirm <Unique access code> | EG: /nickserv confirm 244816843
Simply copy/paste this into the IRC, hit enter and presto-chango you will be granted the sub-tag +r (Registered).
For those of you not using a client which supports auto-identification, you will be required to identify yourself each time you log into IRC. This is done by setting your nickname to the nick you have registered (either by console panel or the /nick <nickname> command) and then identifying yourself with your password.

/nickserv identify <password> | EG: /nickserv identify R0ll3rderBY!
