"Metagaming" refers to any crossover between out-of-character and in-character events or information. Metagaming comes primarily in two types. Here is an example of the first type, "IC in OOC":
[145.9] Bob Dole says: hay guise wares that criminole OOC: Jack Daniels: lol im dead but I saw that guy near bar storage [145.9] Bob Dole says: o lol he's by bar storage
Jack Daniels AND Bob Dole are now guilty of metagaming. What Jack Daniels did is known as "IC in OOC." He used the OOC channel to communicate in-character information. Why is this a problem? Because Bob Dole shouldn't be able to get information from a dead person without cloning them or getting help from a chaplain to talk to their ghost. When you metagame like this, what you are doing is called "breaking the 4th wall," which is the invisible magic barrier separating the cast of the story from the audience or, in this case, the characters from the players.
[145.9] Bob Dole says: Ima go cuz I haz schoolz ta gato! This is OOC in IC, do not do it, ever, period. OOC in IC can now be punished by a ban of up to 3 days, under NO circumstances can you OOC in IC now.~TheRedScare~
It is important to note that just because someone said something in an IC channel that should have been said in OOC does not mean that they are metagaming. Sometimes this is the result of an honest accident. This is known as a "party foul." Here is an example of a party foul:

Remember to use the ; command before speaking instead of just keeping it on constantly, and to make sure you see OOC" instead of say" so you don't do a party foul...OR JUST OOC IN IC AND VICE VERSA THE HELL OUTTA EVERYTHING...not a bannable offense or anything.

Does it count as meta-gaming if you have met a character in previous rounds, and so can hold relationships and knowledge over from other rounds? Or is each round a restart of everything?

It's pretty sketchy how that works, but what usually happens is that they remember each other, but if one person murdered another there can't be revenge, so the usual story is that every character is a clone, some just live longer than others. (Uncomfirmed, only in my view)

I feel like sometimes I walk a thin line because I play other RP's. So sometime I will type "Me " (( Important stuff))" As a local OOC. I use it to help people do their job and answer simple questions that are to simple to bother the admins with. Is this OK or is it breaking the rules?

I sometimes just go (((ooc crap))) Only when I am going to be absent for a little while and don't want to be raided. People don't mind as much, personally I hate it when people use OOC terms in game to describe something.
