I have seen cow respond to an admin help maybe... once or twice. I'm not sure what action moderators can even take so I'm not sure he's ever made the most of it. I have no recommendation either way.

Moderators can boot players (but not ban), teleport, revive, and edit variables. They can't, as far as I know, spawn items or mobs.
